UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a recent study of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and open spaces to support their finances, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of authorities seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and using savings to weather increasing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in a local town and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Increases and Broader Financial Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to increase council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated a council leader.

He continued: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found local finances being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of difficulties confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey found.
